I don’t think so.
the ability says,

You must discard an energy from your hand in order to use this ability. Once during your turn, you may draw two cards.

Does this not imply that you could chose not to draw the cards

If you use the ability you must draw 2 cards.
The text in the card could have been better written indeed, something like this would be more clear:

"You must discard an Energy card from your hand in order to use this Ability. Once during your turn if you use this ability draw 2 cards."

The Japanese translation makes it more clear.

You can use it once if you trash 1 energy card from your hand during your turn. Draw two cards from your deck.
