I think having incentives for increasing your "trainer ability" should be added into the game.

The ability to go higher in rankings for a purpose. Whether that be extra Exp, or some form of extra reward than the standard 15 exp you get from PvP battles.

This would make it to where if players wanted to grind higher in the game, they could go against more difficult ranking players. AND the beginners get to actually be ranked with beginners.

Right now, there is no need to go into the 'harder' match-making, because there is no incentive to do so.

Devs said they are working on ranked ladder, I belive it will address your concerns.
