[Bug + Player Exploit] Blastoise Vitality Spring Freezes Game + Your Opponent Loses

Hello,
I've encountered the same player twice in ladder - he's not playing to win, he just stalls until he gets Blastoise Vitality Spring, using the ability leads to the game freezing up, and both times I'm the one who ends up losing (even if I wait out the full timer).

For context and why I think he's doing this on purpose - both times he started emoting thumbs up right before using the ability.
