I just got out of a match against a Regigigas/Wishcash mill deck, and when I used Phantom Star with 4 cards in my deck, I only drew three, furthermore, when I played Night Stretcher immediately after, the game froze. I wasn’t able to retrieve the battle log and forgot to take a screenshot.
