Hail vs Snow in Pokémon

I recently found out that in real life, trye full-sized hail cannot happen during a blizzard. Any theories as to how in the Pokémon world that it's possible?

    I recently found out that my dog cannot breathe fire and my ice cream cannot change the weather.

    Any idea how in the Pokémon world that is possible?

    Tornadus would be a good way to explain that I believe, also, it could be wind blowing up the snow and hail falling from the sky rather than both trying to fall at once.
