I'm playing against a Roaring Moon ex deck, they have 1 prize card I have 2, I only have Okidogi ex in my active, they used Frenzied Gouging earlier and it was also poisoned because my opponent used Peacharunt ex's ability to move it into the active so Roaring Moon ex had 220 damage going back into my opponent’s turn, they used Frenzied Gouging and KO'd

Sudden Death is only applied when the game "ends" and both players have the same number of win conditions.

For example here, your opponent took their last prizes and also you had no more Pokemon in play (that's 2 win conditions for your opponent), however you only took your last prizes (that's 1 win condition for you). So your opponent has more winning condictions then you... that means they win without need to go Sudden Death.
