Fluffy Barrage ability bypasses Tool Jammer on 2nd attack

situation: my active pokemon was Jumpluff with Scroll of Swirls, Rapid Strike Energy, and a basic Grass energy attached, my opponent's active pokemon had a Tool Jammer equipped. On my first attack i was not able to use the Matchless Maelstrom attack from the Scroll of Swirls equipment (as expected) but on the second attack from Jumpluff's ability, Fluffy Barrage, I was offered the Matchless Maelstrom attack as an option instead of it continuing to be Jammed.
