Actually to clear your point once and for all there was a meeting that look place on Nov. 30 1945 known as the Veilstone conference. Taking place in Veilstone city in the Sinnoh Region this conference was to discuss plans about the U.S U.K and France on annexing the Pokémon regions sort of as accomplishment for winning WW2, in the end they made the Veilstone treaty for all Pokémon regions to sign before it expired on Nov. 30 1946 and in the end the United States took Kanto, Sinnoh and Paldea, Great Britian took Johto and Galar and France took Hoenn and Kalos and if you were wondering Unova and Alola were already annexed by Great Britian back in 1943 after both regions were invaded by Germany the year prior, Plus only the Allied powers could attend the meeting meaning that Japan couldnt take any of the region also the Soviet Union and China who were also fighting in the Allied Powers werent interested in attending the Conference
