Blaziken V-Max forced to attach an energy, when the attack says "up to 2"

lost to a deck where they did damage times number of special energy attached because the attack that should let me choose 0-2 energy to attach made me attach an energy, even if I waited out the timer.

    For effects that say "up to", if the cards affected are public knowledge, the minimum possible is 1.

    For example, Arceus Vstar "Trinity Nova" attack Attaches up to 3 energies from the deck to your pokemon V, because energies in your deck are private knowledge, the minimum is 0.

    On the contrary, Arceus Vstar power "Starbirth" let you search for up to 2 cards in the deck, since your deck having "cards" is public knowledge, the minimum number of cards you can search is 1.

    For your case, Blaziken Vmax attack is in the second category. Energies in your discard are public knowledge, making the minimum number of energies you can attach 1

    is there a rule online I can check to see this? I can't find it by searching on google for "up to"

    I Cannot find an exact ruling for your situation, the closest i could find was this ruling in the compendium very smilar to the example i used with Arceus Vstar.

    When Radiant Jirachi is Knocked Out by damage from an opponent's attack, using its "Entrusted Wishes" Ability is mandatory. You must search your deck, and you must take at least 1 card if you are able to.

    entrusted Wishes text: If this Pokémon is in the Active Spot and is Knocked Out by damage from an attack from your opponent’s Pokémon, search your deck for up to 3 cards and put them into your hand. Then, shuffle your deck.

    If a find a ruling closer to your situation, i'll let you know. But i believe this example should be good enough, Radiant jirachi's ability is "up to 3" and you must take at least 1

    thanks that sums it up. On the flipside, it just feels counterintuitive to have to pick 1 card, but its good to know that's a thing for if I ever do an in person event.
