Forest Seal Stone, Room V, Lumineon V issues

At least 50% of the time when I play Lumineon V from my hand it does not give me the option to play Luminous sign.

I have also had multiple times an issue where I have played Forest Seal Stone onto Rotom V and it is not selectable. Note that jamming tower was not in play in these occasions.

Is this a known issue?

There are Pokemon that disable abilities like Iron Thorns or Klefki.

Also you can’t use more than one VSTAR Power in a game, so if you already used a Pokemon VSTAR Power the Forest Seal Stone can't be used.
