Lillie's Full Force doesn't work when deck is empty?

Recently, I played Lillie's Full Force because my hand had over a dozen cards in it but my deck had very few. However, when my turn ended, it didn't ask me to pick cards to shuffle into my deck, it just moved on. Is this intended behavior??
