Earthen Vessel can't be played when your deck is 0

Drawing 7 last card of my deck with reasearch to pull out giratina and vessel for my regidrago attack's . End up losing because i can't use vessel when my deck is 0.

Yes, that's the general rule, you cannot search through your deck if there's nothing there to search.
If there are cards in the deck you can fail to find a energy with Earthen Vessel, because you may not know what may be in the deck, but since you do know whether there are ANY cards or not you cannot search through an empty deck, so you can't use Earthen Vessel in a empty deck.
