Defiance Vest Not Working

I had a Defiance Vest on my Gardevoir ex. I had more prize cards remaining than my opponent, but the Defiance Vest did not work when I was attacked. As a result, my Gardevoir fainted when it should have survived the attack.

There was probably a Jamming Tower in play or something else that de-activates tool cards. Remember to post the battle log when reporting a bug.
