Festival lead TM issue

Dipplin was in the active spot, with three grass energy, and a Technical Machine: Blindside attached. The stadium in play was Festival Grounds, which should allow Dipplin to use one attack twice. I used the blindside attack, it went through, but discarded the tool without giving me the option to attack again.

Is working as intended. Dipplin's festival lead says "if Festival Ground is in play, this Pokémon may use an attack IT HAS twice..". The important part is the "IT HAS", meaning that it is in the card text, TMs don't count
