Should Scoop Up Net be playable when no benched cards are available?

If you play Scoop Up Net when the only Pokemon in play is active and there are no cards on the bench, the game ends. Is this intended? Yes, I know that it's a dumb thing to do in play, but from a software testing standpoint, is this behavior intended?

    This is a legal play even in the physical card game so it is intended. This is not a bug.

    Yes, it's intended. If you have no Pokemon in play you lose the game. There should probably be a warning like there is in PTCGO, but there's nothing wrong about this.
