Ho-oh. What other Pokémon renews life (it revived the Legendary beasts, and some theorise that in the anime it stopped Ash's aging) and has seven colours (Ho-oh is literally the Rainbow Pokémon)? None!

Smeargle is a pretty good guess though, as it could learn Revival Blessing, Life Dew, and the like, and it paints, and at least in PMD it's canon that it uses multiple colours and not just any dye or paint it can find. And how strong the Pokémon in the riddle sounds makes sense when you consider that Darkrai's signature move has been nerfed badly and is only usable by it, all because of how strong Smeargle was in competitive.

I finally get it! Ho-oh creates those little rainbows when he flies by, when you find his feather, it creates a whole new journey to find HIM, and he revived those 3 beasts who died in the fire!
