For someone very big on people reading, you should have a crack yourself. Remembering that is digital game is just a representation of the physical card game. Rules between the 2 are not interchangeable.

Point 1 is good. Win rewards should be normalized. The other 2 however not so much. 2) Opponent needs only to retreat, gust, or any variant of switch/rope ect. in order to win. Opp active has energy to retreat. Opp performs 2-3mins of fluff game actions and finally retreats before their timer ends to attack for the win.…

Where is the issue? You've clearly been able to make several more actions after you apparently KO'd your own pokemon.

The 60 damage is placed on the defending pokemon with the Rocky Helmet, but, the effect of Quaquaval ex's attack takes place before Rocky Helmet does. So both pokemon are no longer in the active for Rocky Helmet to take effect. Google: pokemon tcg attack steps See: Steps G6 - I

Super old issue unfortunately. This have been an issue for all search cards since early beta. They can't hear us.

If I remember correctly, you'll just receive the cards individually. Not as a deck. You'll have to make a new deck and select all those cards to create it.
