What's the legality on Non-English Energy Cards?

I know Japanese or World Championship Cards aren't legal because of the back being different but I'd like to know if Energy Cards like the one below is tournament legal. The back is the same as English cards or just any card that isn't Japanese.

If the backs are the same, I don't see them having a problem with it. But I could be dead wrong on that point..
