Why did Ann pick Oshawott?: Anime (Horizons) question

I may sound stupid, but a friend of mine wonders why the supporting character named Ann specifically has Oshawott/Dewott/Samurott. That friend of mine suspected it was ragebait or subverting expectations for the Pokémon's Hisuian regional form (For the record, hers is the standard Unovan Samurott)

I heard that there were rumors that she was gonna start with Cyndaquil in some leaked drafts or whatever. This is why my friend is convinced he's being baited.

Personally, I never questioned why she started with Oshawott; all it mattered to me is because she started with one. Any questions, comments, or concerns?

    My understanding is that they were all given random starters at Indigo Academy. It just so happens that Liko's roommate Ann got Oshawott while Liko got Sprigatito. Oshawott is quite popular and is partly why Ash's Oshawott never evolved. It's also a stretch to call Ann a support character given she's appeared in ~5 Episodes.

    I don't think they chose their partners. I think they were given to them
