Time Zone for server maintanences

I saw a discussion for requesting this get implemented over a year ago, but does anyone know what time zone the app runs off of?

I saw someone say PDT, but its 11am PDT currently and the server maintenance message says from 1500-2300, and the maintenance is currently ongoing.
