They are both chunky, they both have similar hair styles, and youvyou've never seen both of them at once! Plus Xerosic HAS developed a suit that let you transform into other people.

I take it that this question is partly in jest, but I'll play along and answer as though for realsies: That would be impossible. Xerosic, by the end of XY's postgame, is arrested by Looker after turning himself in. However, Tierno can be found anytime in the postgame, including immediately after this event. Xerosic may have invented a suit that can disguise the wearer, but certainly not one that lets you be in two places at the same time!

If Xerosic were Trevor the whole time, he would have needed a reason to be disguised, such as to interfere somehow with the player's attempts to fight Team Flare. However, no such interference happens.

You could make the case for Xerosic being RELATED to Tierno instead if you wanted to, just like how likely it is that Tierno and Lida from the upcoming Legends: Z-A are. After all, Pokémon does like to copy over certain features of characters that they want to imply are related, but you'll probably need some more substantive evidence.

@Candy0_o it is kinda rude to go “OH! Two fat people, they must be related.”

How do you know they didn't arrest someone innocent in the suit that Xerosic was controlling while Xerosic got away? Possibly disguising himself as Tierno?

Because this would leave only two possibilities:

1: Xerosic controlled someone to pretend that he had a change of heart, so as to continue his schemes, which would mean that the incidents in Lumiose City would continue, so as to continue his crime spree via experimentations. But this clearly didn't happen. Plus, if Xerosic were truly continuing to scheme, he would not have simply given away his Pokémon to Emma, and turned off the suit's mind control feature, because an invention as powerful as that would be a threat to any further schemes he comes up with.

2: Xerosic had a change of heart, but also didn't want to go to jail. This possibility is self-contradictory; if someone truly had genuine repentance, they'd gladly accept any necessary consequences.

Furthermore, the suit only disguises the wearer's appearance, but it's more than certain that the officers taking Xerosic away would have felt some inconsistency with the "fabric" of his clothing, and the "flesh" of his hands.

I could go on, but this seems sufficient enough to contradict that possibility. It just doesn't fit with Xerosic's rational character.
