Why is the Serperior Vstar starting deck so poorly made?

The only energy included is 8 grass energy and 4 turbo colorless energy, but 4 of the cards require water energy. All of those cards are completely unusable as they cannot do any damage and serve no purpose. 1 of the cards even requires metal energy, which is also not included.

    The Pokemon that require water energy to attack are in the deck strictly for their abilities as support Pokemon. While this deck is not the greatest, it is decent. I think that it is a fairly difficult deck to play well, and possibly not a high enough payout for learning how to play the deck. (I've gotten to the point that I am OK with the deck, but certainly not a master.)

    I would say that there are 3 options concerning this deck: work on getting better with it, modify the deck list (add water energy if you think the deck is better that way), or simply ignore it.

    Not every Pokémon is meant to attack. Some are meant to be used for their abilities and nothing more. You're likely extremely new to the game, so it's best to just read all of your cards and ask questions, rather than make assumptions.
