"It doesn't matter if the top deck is 90% of all decks used competitively, or 10%. There is no effect on player fun. Playing the same deck in 9/10 games is exactly as fun as playing 10 different decks, so no matter the top deck, there will always be a top deck, so that other element tje OP was talking about, is irrelevant."
