Slowking's Seek Inspiration turns any attack it copies into an effect of attack?

Recently I went to a tournament in which I used Slowking's Seeking Inspiration attack against a Toadscruel ex deck, copying Kyurem's attack to deal 110 damage to 3 of my opponent's Pokemon. However, as Toadscruel ex has the ability Protective Mycelium which says "Prevent all effects of attacks used by your opponent's Pokemon done to all of your Pokemon that have Energy attached" and in this case my opponent's Toadscruel ex had an energy attached we had the doubt if it'd receive the damage or not. We called the judge and he said "Seek Inspiration is an effect of attack, and because of that any attack Slowking copies will act as an effect of attack", so I wasn't able to deal damage. I wasn't sure about that final statement, that is why I'm asking: Slowking's Seek Inspiration turns any attack it copies into an effect of attack? or it depends on the copied attack's nature?
Where do I find an official response to this which I can show to a judge if something like this happens again?

For the purposes of this question, you should have been able to deal the damage.
To get technical: Seek inspiration is an effect, but not one that can be blocked in this manner. The effect of "This pokemon can use kyurem's attack" is placed onto slowking. The effect is only done to slowking, not toedscruel. Toedscruel can only block effects placed on its owner's pokemon, not the attackers.
