Ethan's Typhlosion did not apply weakness

Used buddy blast against a steel/metal type and it did not apply weakness. There were no supporting cards in play that prevented weakness from applying. Am I missing something or is this a bug?

    Did you happen to attack an Archaludon ex after it attacked you with it's Metal Defender attack?
