Are TCGL and TCG regulations the same?

Hello, I haven't played either or in a couple years and as I've seen, there was a recent change in the TCGL regulations, does that also apply to the in person game? Thank you!

Yes, it does. Once the real TCG regulations changes, the regulations in TCGL changes, too.
