Why are there more than 20?

I was looking at the meta decks and saw that the two best have more than 20 cards and more than 2 of some why?

Maybe to account for variations? There is often more than one way to build a meta deck.
I ran into a Mewtwo EX deck the other day that used Dusknoir instead of Gardevior and it wrecked me. I need 2 Dusclops and a 2nd Duskull to try it myself.
