If you’re counting the Pokédex, then Pokémon like Macargo and Gardevoir sweep. If you’re going by established lore outside of the Pokédex, then Arceus and the other Poke-gods sweep. If you’re going by Game mechanics, then watch WolfeVGC’s video on this. To summarize it: kyogre, water spout (hits all lions) , choice specs, helping hand (many times), orangmoru instruct, smeargle instruct (via sketch) does enough damage to kill the all the lions hundreds of times over.

The lions are easily beating the Pokémon. Most Pokémon would die instantly to the lions and the ones that don’t would have to take on millions of lions at once. Lions also have more stamina then most of the Pokemon, so while all the Pokémon are getting tired the lions would still be able to fight. Although Pokémon with hard exteriors like Steelix and Geodude would pose a big threat to the lions they would eventually get crushed by weight of the lions. Arceus is another big threat but it and every other Pokemon are probably not used to fighting millions of enemies at once while lions are used to hunting in large numbers and hunting animals much larger and more powerful then them. In all, the Pokémon would quickly get overpowered by the lions and in order to survive the Pokémon would use up all their energy granting the lions an easy openings to attack.
