Pokemon Tower Cubones

Not about that specific Cubone, but I was thinking-

All Pokemon in the tower, including Cubones, are ghosts that can only be revealed with the Silph Scope. So I would think anyway - are the Cubones all ghosts? They can breed, they're not ghosts types, and all legends point to their mother's being the dead ones. Any input or sources are much appreciated.

    the rival says he just caught a cubone after you fight him and he doesn't have the silph scope so i say the cubones are not ghosts
