Grapploct Raging Tentacles attack

For the new Grapploct SSP 131/191, what does the text to the Raging Tentacles attack mean?

"If this Pokémon has any damage counters on it, this attack can be used for [Fighting icon]."

    It means only a single fighting energy attached is required to use that attack if that Pokemon has any damage.
