Event (PROMO-A) cards dont have tiers ?

I've been trying to kill machamp ex with a deck tiered 1, 2, 3 for the expert mission only to not get it because my clefairy is a PROMO-A card.

Is this a bug or just a rip moment ?

    Promo cards are not considered a rarity tier in Pokemon Pocket (basically promo cards have no rarities).
