Can I make a Pokémon tcg deck with only one ex?

So I'm very new to the whole Pokémon tcg game, although I have been collecting for ages now.

I have one deck I have made ( I haven't tried it yet) but I ideally need 2.

Now, I have a few ex's and v's but don't really know what else to put in (as in substitute some cards and even start making a functional deck to begin with)

I know I ideally need a strategy, some good cards, functional trainer cards and a load of energies.

my other issue is I need MULTIPLE of the same ex or v, which i only have like 2 duplicates, Greedent v and alolan vulpix v.

I also currently need to know what is "meta" right now.

I know how to play the Pokémon tcg, so, yeah.
