Rules for discarding?

I read my rulebook for PTCG but it did not include anything about discarding. Can I just discard cards on my turn if I want to?

No, you cannot discard on a whim.
In other card games that ability would break the game. I don't think it's particularly powerful in Pokémon, but still, you only put cards in the discard pile when an effect or game action makes you.
