Why is Dracovish only a fightable NPC opponent in battles for Pokémon Masters EX?

I knew that Dracovish was a fightable NPC opponent Pokémon used by Bede and Ash Ketchum in battles for Pokémon Masters EX. Now I wonder why you think that Dracovish is a fightable NPC opponent instead of being a available Pokémon with any sync pairs for Pokémon Masters EX?

    There have been Pokémon that make their debuts as NPCs before having proper sync pairs. This is a normal occurrence and does not mean they won't be playable in the future.
