Iron Treads: Why, Game Freak? WHYYYYYYY?!!
I was today years old when I realized, Iron Treads is the only Pokémon in Gen 9 that learns Steel Roller. What was Game Freak thinking when they did this? If you want the powerful move Steel Roller, you can ONLY use Iron Treads. No other Pokémon learns it, not even by level up, and NO, ORTEGA'S REVAVROOM DOES NOT COUNT. Apparently, if you want Steel Roller, you can only use Pokémon Violet, because Iron Treads is Violet exclusive. In Scarlet, the only way to get it is to trade, or use Union Circle with a Violet player. But however, there might be a solution to the problem. There's a super secret technique involving a Mirror Herb.
Step 1: Give the Mirror Herb to a Pokémon with an empty move slot.
Step 2: Have another Pokémon with, VERY IMPORTANT, the move you want, but only that move, or it doesn't work.
Step 3: Make sure that move was once learnable to the empty slot Pokémon in a previous generation (for example: Magikarp + Hydro Pump in Gen 8)
Step 4: Set up a picnic, and immediately pack up.
Step 5: If successful, the Mirror Herb Pokémon will learn the move from the other Pokémon. I did this to Incineroar to learn Parting Shot and Fake Out. If failed, then it's either the Pokémon can learn it in a different way, or it just can't learn it at all.

You did the steps wrong.
- Have a pokemon hold the mirror herb with and empty move slot. Have the pokemon with the move you want in your party.
2. Set up a picnic and run around the picnic table once. Once that Is done, pack up.
3. Check the moveset of the Pokémon with the empty move slot. It should have the move that you want to teach it.
An example: You want your meowscarada to have Knock off. But it can't learn it naturally. So you give it the mirror herb. If you have a pokemon with knock off like incineroar, you put it in the party and set up a picnic. Run a lap, clean up then boom! You have knock off meowscarada.

you actually only need to open and close the picnic, I did this twice in a row to teach my Incineroar Fake Out and Parting Shot from my Munkidori.
