does TM devo and Briar work together?
this question came to mind during a ptcgl match but i wasn't able to actually execute the play to test it. my opponent had a Charizard EX in the active with 200 damage on it, could i have played briar and use tm Devo to knock out the lower evolution and still take 2 prizes with my Dragapult?
Briar states that the opponents active Pokémon has to be knocked out by damage from an attack, and devo while it would cause the lower stage to be knocked out, it doesn't technically do any damage? so i want to lean towards no but hoping someone a little more knowledgeable in regards to the mechanics could clarify.

No, of course no extra prize card is taken. If you read the card it's easy to understand why: "…Knocked Out by damage from an attack used by your Tera Pokémon…"
TM Devolution attack it's not an attack from a Tera Pokemon and it doesn't even do damage… it is an attack from a tool card.

If your dragapult is a tera and you use briar it takes one extra card no matter what you KO. It would take 2 turns since devolution is a move but if you were to devolve charizard ex into a charmeleon (or a charmander if your opponent used rare candy instead) and they decided not to evolve or retreat it you could use briar and tera dragapult to KO it for 2 prize cards on the turn after using devolution
