Adrena-brain is an ability that just moves counters. It's like with Driftblim's Curse spreading, Curse spreading isn't an attack, it just adds 8 damage counters to your opponent's pokemon however you like…Jirachi would not be able to block this either
If it was an attack, Jirachi would be able to block it….but Adrena brain is an ability that just moves damage counters, thus allowing it to bypass Jirachi's ability
