Ways to defeat Terapagos ex
Who else can list other ways to defeat Terapagos ex?
I'll list some ways first:
1. Use another Colorless-typed Pokémon or Evolution Pokémon.
Terapagos ex can't protect itself from Colorless Pokémon or Evolution Pokémon in any way, even if it used its 2nd attack. This is the easiest way to use!
2. Use Pokémon that can "put damage counters" on Terapagos ex.
Terapagos ex (especially in the Active Spot) can't protect itself from counter damage, either. You should use Pokémon that has Abilities and/or attacks that say: "(…) put (number) damage counters on your opponent's Active Pokémon (…)" or "(…) put (number) damage counters on (number) of your opponent's Pokémon (…)", etc.

3. Make Terapagos ex affected by Special Conditions.
Terapagos ex can be affected by Special Conditions (Burned, Poisoned, Paralyzed, Asleep, and Confused).
Please note: Those ways may be impossible in some cases. (E.g. If Terapagos ex has a Mist Energy (Temporal Forces 161/162) attached to it, it can also prevent all effects of attacks (including Special Conditions) affecting it.)

But Charizard ex and Regidrago V-Star aren't Colorless-typed at all.

But his point is that charizard and regidrago aren't basic pokemon, so they can attack terapagos just fine.

No, the text makes perfect sense on the card.
During your opponent's next turn, prevent all damage done to this pokemon by attacks by basic, non-colorless pokemon.
That leaves, colorless or evolution pokemon that can do damage after the attack has been used, or any attacks that place damage counters as placing counters is an effect of an attack.
