Who "signed" on the following cards? Why did they do that?

This was such a bizarre trend. It's nice flavour for the card, I guess, but if Pokémon does signed cards, I'd rather they were signed by the artist of the illustration. Or the game designers or VAs for the characters. Some real life person with relevance to the character or franchise over fictional signatures.

Do you think that the Scarlet and Violet series will have "signed" cards too?

No. For SwSh, it was a reference to the League Cards in the game having the signatures of the character on them. SV does not have League cards with signatures on them.
