Goh’s Grookey doesn’t evolve? Why?

I knew that Goh’s Cinderace and Inteleon had already fully evolved. However his writers refused to let his Grookey for a Rocket Prize Master Pokémon middle or fully evolve, now I wonder why?

    i do not like that too. It would be fun to see Goh with all the fully evolved starters.

    I would say grookey has the mentality of a baby for starters.

    if you’re not gonna evolve your Pokémon, then why even get it?

    I guess it all circles back to why Ash never evolved Pikachu. Maybe the writers thought Goh should like Grookey as it is. Like having a little brother for Cinderace and Inteleon. Grookey does act very toddler like in the anime. 🤔

    Marketing/comedy. Same reason for Oshawott, Piplup, Chespin, etc
