It seems difficult (if not impossible) to one-shot Terapagos-Terastal at full health due to its Tera Shell guaranteeing that your attacks are always "not very effective" at that point.
Oneshotting Terapagos-Terastal from full health may require several serious setups (Tinted Lens is a recommended ability, as it doubles the strength of "not very effective" moves).

Other than the boss battle at the end of the DLC, yes, you theoretically can, it just requires some setup first.

Choice Band Meowscarada can OHKO Terapagos with Flower Trick assuming both are lvl 50 and the Terapagos was soaked.

If you're talking about non-tera Terapagos, the form (spoiler) uses to battle you when you first find Terapagos, yes. Very easily as long as you have strong Pokémon. Idk about Tera Terapagos though.
