When you use a attack a card that says "You mayput an energy attached to the opponent's active pokemon into their hand"

Does that mean they can't put it back onto the active pokemon during their next turn, and it has to retreat before they can attach a energy ?

No, they can still reattach it next turn. This slows your opponent down slightly because then that uses up their energy attachment for that turn, but it’s not that great of an effect to have on an attack.
