Whatever game you pick, I don't think that's possible. How would you even get through the tutorial battles unless you luck out and the opponent uses stat changing moves every turn.

It sounds interesting, but I think you need to find a game where some of the earliest Pokemon have damage negating moves. Or as @TheJeffers pointed out, you can hope to luck and have all your opponents use stat moves every turn.
