Maybe. Because it has its own history in old Kalos and has a myth that was shown in Anime when Ash, Serena, Clemont and Boonie was in Ninja village during Ash's Kalos journey.
Also Ash Greninja staying with Zygarde and destroying destructive Vines all over Kalos now.

That depends. I do have once condition if they let in Ash Greninja, Best to finish Ash's Journey in anipoke as I noticed the anime's still filled with lots of unfinished business, especially his.
