Why didn’t Ash’s Pignite fully evolve?

Hi. I just want to know why you think that Ash’s Pignite didn’t fully evolve from throughout his entire Pokémon main TV anime history? Please let me know, thanks.😉

    A lot of ash Pokémon don’t usually evolve all the way and usually when evolutions happen it happens during character development

    Most likely it's the writer's decision. Besides, I would like to see a branch evolution for Ash's Corphish and he might take pignite and Pidgeot with him.

    Pignite is a better Pokemon and fits Ash better
