What determines when a post goes through?
I've noticed that sometimes when i make a post it says it will post after it is reviewed, but other times a post will go through instantly, sometimes even on the same forum and within minutes of each other. Every so often the post seems to just never post at all and i have to hit the post button again to let it actually post. Why? What deternines if the post will go through immediately vs being under review?

it happens all the time, i assume it has something to do with the contents like for example if I type meaningless gibberish for 17 lines (I actually did this but it was part of a context thing) it would want to review but if I post something like an empty space it won’t

If you quote someone or use an @ symbol before someone's username then it has a higher chance of needing to be checked, I believe.
