FENNEKIN.
Chimchar just looks so hideous. Its head has that ugly little hair on the top, it's pose in the official art is bad, the hands and feet just look weird, and its tail makes it feel like its trying to replicate the success of Charmander but with a lack of an appealing design. And the small size and big head that comes with being a starter just makes it looks worse. It's always been my least favourite of the three.
The fact that this bracket is based on base forms only just makes Chimchar even worse, as Infernape actually looks interesting and fixes a lot of the problems I have with Chimchar.
I'm biased obviously, and yes Fennekin's design is kind of boring at first but at least it's not ugly, plus it's based on a really cool kind of fox.
(I'd like to apologise to the Chimchar (not Infernape, that looks cool) fans... for their lack of taste. And also I pity you because your favourite was put against Fennekin)
(Also I'd like to apologise again, Chimchar isn't my least favourite Pokémon and sorry for sounding kinda aggressive, Chimchar is just ok, but I felt like writing all this to convince people to choose my favourite base form starter instead)

Good thing you recognize peak starter design in Infernape (my favourite Pokémon) I will admit that Chimchar looks weird but the anime makes it better I hate Fenniken

Fennekin for sure. I mean, Delphox is a psychic type and they both look so cute! @UnovanZorua Chimchar is nowhere near the top of my favorite Pokemon.
