Arceus VStar "Trinity Nova" Attack working as intended?

Hey all. I have a question about Arceus Vstar's attack "Trinity Nova", whether it's working as intended on PTCG Live and, if so, how to justify it per the rules/a ruling.

My question is about the effect of Trinity Nova: "Search your deck for up to 3 basic Energy cards and attach them to your Pokémon V in any way you like. Then, shuffle your deck."

The latest Pokémon TCG Rulebook states: "If a card uses the phrase 'up to X'...you can choose any number between 1 and X."

So, according to the latest rulebook, you must attach at least one energy from your deck when you attack with Trinity Nova. On PTCG Live, however, you're able to not attach any energy and instead leave the energy in your deck.

Is PTCGL applying Trinity Nova's effect correctly? If it is, what's the justification?

It's working correctly. You're allowed to completely fail a deck search for a specific category of card no matter what because your deck is private information.
