Bug on retreating pokemon

I have my comfey on the active slot i put a basic psychic energy but still I can't retreat. It carry over until the next few turns. It is a ranked game and i ended up losing that game cause i can't do my combo and switch pokemon. There's no pokemon on the board that prevents my pokemon from retreating that game.
