Why does slowking get to do 300 damage when discarding metagross using "Seek Aspiration"?

This happened in a recent game where someone used this attack, discarded metagross and used "Metallic Hammer" but they didnt discard any metal energy and still did 300 damage despite not meeting the requirements. Is this a bug? or an actual correct effect?

Metagross has different wording than most cards that have an optional discard cost. Metagross say "you may discard and do more damage" as opposed to "you may discard, if you do, do more damage." The functional implementation of this is that you have to discard a metal energy if you have some, but if you don't then it's' fine.
